The Pakistani scientist known as "Mahbub-ul-Haq" is considered is one of the most famous economists in the modern era, interested in evolution theories of human society, and contributed significantly to establish the Human Development Index of the United Nations, His ideas were the basis and suggestions, which was established by the Advisory Council for the economy and society in the United Nations.
When the United Nations Development Programme issued its annual human development reports, during the nineties, the goal of the famous "Mahbub-ul-Haq" at the time of this economic, to change the focus of attention for Development Economics, from just increase the national financial income, to axis and policies place the human in its head office, in the sense that the expense of higher income personal and national dollars, or with other currencies, does not necessarily reflect the quality of life experienced by individuals in the state or society, for example, are not linked to increase monthly income or annual person, a similar increase in the amount of satisfaction and happiness of personal, or an improvement in physical and mental health, or even in the level of education and culture, and other aspects of a humanitarian non-financial value.
Based on this philosophy, «Mahbub-ul-Haq», in cooperation with the constellation of the most famous development economics scientists in the world, including the world of the Indian economy «Amrtie Sin» Nobel 1998 award, to develop the structure and framework of the reports reflect the levels of progress and development- or sometimes levels of decline and underdevelopment- in the humanitarian situation in a holistic manner, which is known as the reports (HDRs) recognized by the General Assembly of the United Nationsformally, and described it as an independent intellectual exercise, and an important tool to increase awareness of the level of human development around the world, and since 1990, began Nations Programme United Development to issue these reports on an annual basis, in collaboration with a group of economists and intellectuals around the world, making it the most important annual international economic reports.
Pakistan's economic «Mahbub-ul-Haq» confirms that development must mean all members of the community to expand choices and freedoms in all economic, political and cultural fields, as that development without justice in providing opportunities for all means to limit options for many.
